DOE PID Policies

The Department of Energy has developed policies and guidance to implement the White House expectations for PIDs. DOE PID guidance and policies include:

  • DOE Public Access Plan. The plan describes how DOE will implement the expectations included in the OSTP Public Access Plan to ensure access to DOE-supported R&D.

  • DOE O 241.1C, Scientific and Technical Information Management. The DOE directive:
    • Instructs federal and contractor employees conducting R&D work to obtain a PID for themselves that meets the common/core standards specified in the NSPM-33 Implementation Guidance or successor guidance (e.g., an ORCID iD). The PID must be used by these employees in published research outputs when available and be provided to OSTI with STI metadata records.
    • Requires PIDs to be associated with R&D outputs/scientific and technical information, including accepted manuscripts/journal articles, scientific data, technical reports, and scientific software.

  • DOE Financial Assistance Letter (FAL), "Digital Persistent Identifier Requirements for Certain Individuals for Research and Development". The FAL outlines requirements to be included in Notice of Funding Opportunities (NOFOs) and the Award Term for applicants and recipients of DOE financial assistance related to PIDs for individuals.
