Alternate safe shutdown analyses for the Palo Verde Nuclear Generating Station

The Palo Verde nuclear generating station is a three-unit, 1300-MW(thermal) Combustion Engineering (CE) pressurized water reactor (PWR) design located {approximately} 50 miles west of Phoenix, Arizona. The Palo Verde design is unique relative to most other CE PWRs because it does not utilize power-operated relief valves (PORVs) to accomplish primary system depressurization for safe shutdown. Instead, the auxiliary spray subsystem of the chemical and volume control system is utilized. Safe shutdown licensing criteria for PWRs are provided in the U.S. Nuclear Regulatory Commission (NRC) Branch Technical Position RSB 5-1. The NRC reviews U.S. PWR designs to ensure that safe shutdown can be attained utilizing safety-grade components within 36 h. The RSB 5-1 analysis for Palo Verde credits auxiliary spray, in conjunction with operator actions, to accomplish depressurization of the primary system.
