Conservation rules drafted by ASHRAE

Energy conservation standards for existing buildings have been drafted by the American Society of Heating, Refrigeration and Air Conditioning Engineers (ASHRAE), which would like to see the standards incorporated into building code revisions. The major thrust of the 70-page proposal is a two-part energy audit of all buildings to compare the historical energy demand and cost with demand and cost after minimum requirements are met. If figures from the second audit are not lower, more extensive improvements are required to reduce consumption. Minimum requirements include: (1) indoor temperature ranges of 61 to 72/sup 0/F for heating and 72 to 77/sup 0/F for cooling; (2) airlock arrangement on outside doors, (3) shielding or elimination of windows on sunny sides of air conditioned buildings, (4) upgrading and retrofitting of energy-intensive temperature control equipment, (5) use of energy recovery devices where feasible, (6) pipe insulation in good repair, (7) industrial lamps with high power-factor ballasts, and (8) a program for preventive maintenance. Alternate energy sources are listed in the proposal, which has been submitted for technical comments and revisions before seeking Board approval. (DCK)
