A proposal by the Federal Energy Regulatory Commission (FERC) aimed at transmitting price signals more accurately would change the regulatory framework and relationships within the industry and between producers and users. The new ruling would allow pipelines to offer nondiscriminatory transport of natural gas, and those which participated would be able to buy out those contracts which create problems and expand their services into new areas. During three days of hearings, 37 witnesses argued the relative merits of the proposal and the potential implications for increasing competition within the natural gas industry. The witnesses included representatives of FERC, the natural gas industry and utilities, consumer groups, and other industries.
