Twelve witnesses, including C.M. Butler III, chairman of the Federal Energy Regulatory Commission (FERC), and representatives of the natural gas industry testified on the impact of rapid price increases. Conflicting regional, economic, and ideological interests have historically made changes in natural gas policy difficult. The focus was on FERC's view of how to deal with the problem and its willingness to assume authority in the solution. Butler responded that fuel-switching can now be assumed because of the price rise and deregulation, and that this, along with other factors, has helped to create a surplus of natural gas supplies. Butler emphasized the importance of pipeline gas purchases and the need for legislation to allow more flexibility to respond to the market.
