A panel of witnesses from the Federal Energy Regulatory Commission (FERC), the American Public Power Association, Arkansas Power and Light Co., Energy Conservation Coalition, Coalition of Americal Electric Consumers, and the legal progression examined the question of whether utility marginal-cost pricing can achieve both the goals of the Federal Power Act and conservation, and whether marginal-cost pricing is the best approach to providing least-cost energy services. C.M. Butler of FERC answered both questions with a yes on the grounds of the equitable distribution of costs, but others pointed out problems with determining marginal costs, possible pri ce squeezes, the potential for using the excess revenue for social ratemaking purposes, and customer acceptability of embedded costs.
