Representatives of the natural gas industry, regulators, pipeline companies, and consumers testified over two days of hearings on the current status of the natural gas market and the effects of partial decontrol, proposed rules on natural gas transport, and other matters. The Federal Energy Regulatory Commission (FERC) is proposing new rules that would extend the benefits of deregulation to consumers by making price signals more accurate and making pipeline transport nondiscriminatory. Witnesses noted that the predicted increase in prices following partial deregulation did not occur, but that drilling activity has declined along with 10-year reserves. Others urged that piecemeal deregulation be eliminated in order to allow the market to adjust. Others described new technologies for natural gas vehicles, the problems with existing contractual arrangements in the industry, and related issues. Two appendices with material submitted for the record follow the testimony of 15 witnesses.
