The Federal Energy Regulatory Commission (FERC) notice of proposed rulemaking (NOPR) encourages competition in the pipeline transport of natural gas through a three-part block billing proposal. Representatives of the natural gas industry, pipeline companies, gas utilities, and consumers testified on the implications of NOPR and its potential impacts on the economy and the regulatory system. Among the areas of concern were the potential for constraining domestic exploration and production, and the effect that will have on long-term reserves. Critics deplored the lack of social justification of the market distortions that NOPR would perpetuate. Positive aspects would be the opportunity for consumers to have access to new supplies and for producers to expand their markets. Independent petroleum companies were also critical of block pricing because it would interfere with state rights and regulation of conservation. The hearing record includes the testimony of 27 witnesses.
