A two-day hearing on the Federal Energy Regulatory Commission (FERC) order, which produced few volunteers for the gas transportation program, brought testimony from oil and gas companies, consumers, elected officials and representatives of several states on the first day of testimony in Washington, DC. Representatives of pipeline companies and consumers testified on the second day at a field hearing in Tulsa, Oklahoma. At issue was the failure of Order No. 436 to open up gas markets and encourage competition and the reasons why pipelines have chosen not to participate. Other issues were the proposal for block billing and its potential for discouraging exploration for new natural gas reserves. The result of the Order to date has been a decline in the amount of gas carried by the pipelines. Two appendices with additional responses and material for the record follows the testimony of the 44 witnesses.
