Part one of a two-part hearing record covering seven days of testimony on House Joint Resolution 341, which waives laws to allow the pipeline project to proceed is presented. The waivers would shift some of the risk to gas consumers and guarantee that consumers pay the full cost of the gas in order to encourage private investors to finance the project. Witnesses spoke to the economics and the fairness issues of the proposed waiver. The record contains the testimony of 56 witnesses, including representatives of the gas utilities, Alaskan companies, consumers, and elected officials of affected states. Additional letters, statements, and material submitted for the record follows the testimony in each volume.
