Part 1 covers four days of hearings on House Joint Resolution 341, which waives the Alaska Natural Gas Transportation Act of 1976 to allow the project to proceed. The waiver will enable pipeline sponsors to procure debt financing on the international lending market to make up an $18 billion shortfall in funding. Sponsors of the $35 billion project want a prebilling waiver to shift some of the risk to gas consumers, which will ensure that consumers pay the full cost. The waiver also allows producers to buy equity in the pipeline. The testimony of 32 witnesses from the oil, pipeline, and banking industries and additional material submitted for the record examines the fairness and economics of these proposals. (DCK)
