Representatives of the financial and utility industries and of federal regulatory agencies testified on H.R. 4095, which restricts mergers with interstate pipeline companies to those which would be in the public interest. Stock takeovers would require prior approval by the Federal Energy Regulatory Commission (FERC). Testimony by the seven witnesses covered the costs and benefits and the pre-merger review and disclosure process. Points of concern were the need for a full regulatory review and the possibility that the interests of the combined company would conflict with those of the public.
