National Pollutant Discharge Elimination System (NPDES): revision of the regulations

A revision of the governing of the NPDES is issued by the U.S. Environmental Protection Agency to clarify and improve existing program regulations and procedures in light of past experience; fill significant gaps in coverage under the existing regulations, particularly in response to court decisions and the emerging emphasis on the control of toxic and hazardous pollutants; and make the regulatory changes necessary under the 1977 amendments to the Clean Water Act. These regulations will be considered issued for purposes of judicial review at 1 PM eastern time on 6/14/79, and will be effective an 8/13/79. In order to assist EPA to correct typographical errors, incorrect cross-references and similar technical errors, comments of a technical and nonsubstantive nature on this final regulation may be submitted to the EPA not later than 8/13/79. However, the effective dates will not be delayed by consideration of such comments.
