National Pollutant Discharge Elimination System (NPDES) is the subject of a proposed revision of existing regulations

The proposed revisions establish minimum requirements for applications to EPA for NPDES permits. In particular, certain applicants will be required for the first time to determine the levels of organic toxic pollutants in certain of their waste streams by analyzing 72 hr composite samples. The proposed revisions also provide that any pollutant which is reported or required to be reported in the application may not be discharged in excess of five times the average level reported in the application (or five times the detection limit of the analytical method if the pollutant is not detected) whenever the pollutant is not otherwise limited in the permit. The proposed regulations also contain several other provisions which help implement the application, permit-writing, monitoring, and reporting aspects of toxic pollutant control. Comments must be received by the EPA on or before 9/12/79. Public hearings will be held on: 7/16-18/79 in Dallas; 7/23-25/79 in Washington, D.C.; 7/26-28/79 in Chicago; and 7/30-8/1/79 in Seattle.
