The U.S. Environmental Protection Agency proposes establishment of consolidated permit program requirements governing the Hazardous Waste Management Program under the Resource Conservation and Recovery Act (RCRA), the Underground Injection Control (UIC) permit program under the Safe Drinking Water Act (SDWA), the National Pollutant Discharge Elimination System (NPDES) under the Clean Water Act (CWA), and the Prevention of Significant Deterioration (PSD) Program under the Clean Air Act (CAA). The purpose of this proposal is to: consolidate program requirements for the RCRA and SDWA with those already established for the NPDES program; establish for the first time, requirements for state programs under the RCRA, UIC and Section 404 programs; and consolidate permit issuance procedures for EPA-issued PSD permits under the CAA with those for the RCRA, UIC, NPDES, and State 404 programs. Comments must be received by 9/12/79. Public hearings will be held during the period 7/16-8/1/79 over three days in each of the following cities: Dallas, Washington, D.C., Chicago, and Seattle.
