Nine witnesses representing the automotive industry and environmental agencies testified on the implications of H.R. 3355, the Methanol Energy Policy Act of 1985. The bill recognizes that methanol is cleaner burning the gasoline, is energy efficient, and is a safe, liquid fuel for consumer use. The implications for long-term energy security and health benefits and the opportunity to improve the trade balance by substituting a domestic fuel for imported oil are the bases for the legislation. The US already has vast coal reserves and technology for producing methanol fuels. The bill calls for continued government support of demonstration programs, government-industry cooperative efforts, pilot programs for urban buses, and feasibility studies of mobile methanol plants. It also outlines steps for DOE to encourage and demonstrate the advantages of methanol fuel commercialization. The testimony and additional material submitted for the record follows the test of H.R. 3355.
