Two days of testimony on H.R. 5023 examined the need to amend the Petroleum Marketing Practices Act of 1978 to close loopholes which have made it difficult for independent marketers to compete. The amendment restores an open market. Opponents of the bill testified that consumer prices and litigation would increase. Others objected to the sale of gasoline through a controlled market. The 17 witnesses represented both gasoline refiners and marketers. Those representing service stations described the termination and non-renewal of franchises, which provided the impetus for the legislation.
