Field hearings were held in Roseville, MN and in Concord, NH as well as in Washington, DC to underscore the point that acid rain is a potential problem in the Upper Midwest and Boundary Waters area, and poses both an economic and environmental threat to the nation as a whole. Witnesses were asked to explore new ways, such as taxing pollution rather than energy, to raise money. Committee members were interested in emission fees, but recognized the potential problems of this approach. The 33 witnesses represented utilities, regulatory agencies, citizen and environmental groups, state and national government, and scientists involved in environmental research relating to acid rain.
