Members of several environmental, citizen, and medical groups, along with representatives of the automobile, utility, and other industries testified at a two-day hearing on S. 768. The New York State Attorney General described that state's experience in developing and implementing a State Implementation Plan (SIP), especially noting that the emission reduction in the proposed amendment is inadequate to deal with the acid rain problem. Manufacturers urged Congress to eliminate industrial boilers, which use less than 10% of the coal consumed from the standard of performance mandate. Environmental and citizen groups urged that it is possible to revitalize industry without worsening air pollution.
