Anne Gorsuch of the Environmental Protection Agency (EPA) and Jonathan Lash of the Natural Resources Defense Council testified on EPA's 1984 budget proposal during the first day of hearings. Of concern to committee members were the decline in agency support for water quality and pollution control and the call for a 26% increase in financing by the states. Gorsuch responded by defending the budget proposal on the basis of agency accomplishment. Lash defended the goals and programs of EPA, but criticized EPA's ineffective performance under Gorsuch and the Reagan administration. The second day of the hearing brought testimony from engineers on the reduced budget ($945 million, down $300 million) for construction and maintenance of new projects. William Gianelli of the Corps of Engineers described new project starts and planning, and suggested that the budget would require augmentation if Congress approves any new programs.
