Despite the objections of minority members that copies of the list of witnesses and their testimony were not submitted by the deadline (a situation they felt reflected the agency's overall performance), a joint two-day hearing proceeded to hear testimony on the administrative performance of the Environmental Protection Agency (EPA). At issue was the lack of additional funding for the states to assume the responsibility for environmental law enforcement in accordance with the administration's New Federalism policy and the lack of regulatory and enforcement activity at the federal level. Anne Gorsuch, EPA Director, responded to the questions and comments of witnesses, who represented the states, environmental and citizen groups, and industry. Letters and statements submitted for the record and three appendices follow the testimony of 20 witnesses. (DCK)
