Anne Gorsuch, Administrator of the Environmental Protection Agency (EPA), was the principal witness at a two-day hearing to review agency decisions and procedures. At issue was the agency's failure to implement environmental legislation and enforce regulations that the American public supports. Ms. Gorsuch and other EPA representatives were challenged to defend their performance. Their responses emphasized the need for regulatory reforms that will make the agency more efficient in its response to environmental problems. Gorsuch's testimony reviewed efforts to implement the Superfund Act and the Resource Conservation and Recovery Act as well as its re-examination of the regulations. Committee concern focused on EPA handling of toxic materials and protection of the nation's water resources. The testimony of six other witnesses from EPA and environmental groups and additional letters and statements submitted for the record follow Ms. Gorsuch's remarks. (DCK)
