Utility pacts could lure cogeneration financing

Negotiations by New York and Pennsylvania utilities for long-term purchase agreements and pre-set rates with cogenerators will simplify financing for new power producers by allowing banks and investors to estimate their earnings. The avoided-cost basis for utility purchase is imprecise and makes it difficult to estimate these earnings. A review of contract negotiations, including some in California, raises the question of whether a utility's avoided costs should be determined by a continuous updating or on the basis of its long-term resource plans. State public utility commissions will rule on this and other questions. (DCK)
