Cogenerators shun PURPA, prefer rate negotiations

Concerned that the controversial Public Utility Regulatory Policies Act (PURPA) guidelines requiring utilities to connect with cogenerators may be repealed, cogenerators are turning to long-term negotiated contracts to reduce financing uncertainties and to ensure a fixed amount for their excess power they sell to utilities. Utilities planning to use cogenerators to displace foreign oil are not willing to negotiate contracts that will make customers pay extra for cogenerated power, and prefer buyback rates lower than avoided costs. Those planning to defer new construction with cogenerated power are more flexible about long-term contracts with flat rates. (DCK)
