Users: up old gas prices to bar shortages, '85 hikes

Concerned about the projected price spike and regional shortages of natural gas, industrial users urged the Federal Energy Regulatory Commission to raise price ceilings on old gas and allow average wellhead prices to reach $1.50 per thousand cubic feet (mcf). FERC's accord with this plan reflects the problems created by current Natural Gas Policy Act rules. Opponents say a FERC ruling to equalize prices is backdoor decontrol and no substitute for congressional action. Users disagree on whether they want FERC to deal with producer-pipeline contracts to artificially boost gas prices. (DCK)
