Industry fights extending incremental gas pricing

Industrial groups testifying against extending incremental pricing of natural gas were warned by a House subcommittee that their efforts could lead to a new Congressional fight over deregulation. Phase II of the Federal Regulatory commission's (FERC) proposal extends incremental pricing to non-exempt industrial gas used beyond 300 thousand cubic feet per day and links the price ceiling to that of No. 6 residual fuel oil. Industrial users want Congress to reject the Phase II rules and repeal all incremental pricing because it magnifies market distortions and promotes fuel switching from gas to oil without serving either of the purposes Congress intended.
