FERC's (U. S. Federal Energy Regulatory Commission's) incremental natural gas pricing plans advance

FERC is proposing to extend, as of 5/9/80, incremental pricing of high-cost natural gas to all U.S. industrial users except those specifically exempted by law. Under incremental pricing, already in effect since 1/1/79 for gas used by industrial boilers for generating electricity, the price of natural gas rises to the price of an alternative fuel usable by, and legally permitted for, the facility. Starting 11/1/80, industrial users will pay for natural gas on a three-tier system of ceiling prices, the three ceilings being related (in order of increasing prices) to the price of No. 6 high-sulfur residual fuel, low-sulfur No. 6, and No. 2 fuel oil, respectively. Interstate pipeline suppliers will receive the surcharges and use the money to help defray gas purchase expenditures, so that they can charge lower rates to residential and other small consumers. Schools, hospitals, agricultural users, and small industrial facilities will be exempt from incremental pricing. FERC plans public hearings on the incremental pricing proposal in Jan. 1980. The proposed regulations can be blocked by either Senate or House action.
