FERC (U. S. Federal Energy Regulatory Commission) hit for inadequately policing gas supply

The U.S. General Accounting Office (GAO) criticized the FERC in a report for failure to police adequately unauthorized diversion of U.S. interstate gas supplies to more profitable intrastate markets. Noting that over the last five years, unauthorized diversions brought to FERC's attention amounted to an estimated 663 billion cu ft, of which so far, only 218 billion cu ft have been or are being repaid, GAO claimed that stricter enforcement would have averted gas supply problems in the 1976-77 winter. The study recommended that FERC: prepare a list of selected producer filings which identify natural gas dedicated to the interstate market; develop audit procedures for detecting unauthorized abandonments and diversions; establish and implement an audit program to ensure that dedicated supplies are delivered as prescribed; continue the recent use of available criminal penalties as appropriate; and seek enabling legislation from Congress to assess civil penalties which would increase FERC latitude in carrying out enforcement responsibilities. According to the report, in the past, FERC and its predecessor agency relied too much on pipeline companies to assure that gas dedicated to interstate markets was delivered interstate.
