More interstate gas possible: court expands FERC power

A May Supreme Court ruling (California vs. Southland Royalty Co.) could result in a shift of natural gas supplies to the interstate market. The ruling confirmed that the Federal Energy Regulatory Commission (FERC) can prohibit new leases from shifting gas flowing into the interstate market and diverting it into the intrastate market. Other effects of the ruling will be that less gas will be deregulated than was expected from the natural gas legislation now in Congress and it indicates that FERC's powers are broader than before the ruling. FERC spokesmen, however, are not in agreement over the extent of the agency's power to control reserve leases.
