According to a survey made by the U.S. Federal Energy Regulatory Commission (FERC), 29 major gas pipeline companies surveyed expect about 6.78 trillion cu ft of natural gas to be available for sale to customers in the winter of 1978, compared with 6.815 trillion during the 1977-78 winter; there is an estimated 172 billion cu ft of 60 day emergency supply available for interstate markets this winter, bringing the total to 6.952 trillion cu ft, or 137 billion cu ft more than consumed last winter. According to a preliminary study by the U.S. Economic Regulatory Administration, included in the FERC report, there will be no significant fuel shortages even in colder-than-normal weather; supplies of propane, middle distillates, and fuel oil will generally be available to offset any natural gas curtailments during the winter. FERC has issued notice of a proposed rule permitting continual use of emergency supplies to offset gas shortages at the end-user level to prevent actual emergencies such as plant shutdowns.
