Debate over acid rain will intensify in 1981

When the U.S. Congress considers amending the Clean Air Act of 1977 this year, one of the big issues it will face is the problem of acid rain. Legislators must decide whether to give the federal government the authority to control acid rain, probably through tougher curbs on plant emissions than the law now prescribes. Environmentalists will push for such controls, convinced that plant emissions are the cause of acid rain. Representatives of the polluting industries will naturally oppose stringent controls, claiming that existing evidence pointing to such emissions as the cause of acid rain is inadequate.
