Congress and the priority of acid rain

This article discusses congressional response to acid rain control. The aim of advocates of acid rain control is to achieve a reduction in coal-fired sulfur dioxide emission by whatever means possible. The coal, utility, and other industries have stressed the need for additional research before passing additional sulfur dioxide emission controls. The US EPA is proposing tall stacks to satisfy the environmentalists. It proposes to change certain assumptions used in the computer program that calculates whether a particular facility is meeting emission control requirements of the Clean Air Act to be deemed polluting facilities. So far Congress has failed to pass acid rain control legislation, but the battle continues between the environmentalists who demand control and the industrialists who advocate research before control.
