Congress may have to resolve stalled US-Canadian acid-rain negotiations

Congress may have to take action unless the Reagan administration responds to Canadian pressure for a bilateral agreement on acid rain. Delays in reauthorizing the Clean Air Act and the administration's reluctance to link sulfur dioxide emissions with acidification without further research gives Congress an opportunity to mediate. Disagreements between those who believe there is enough evidence of a linkage to justify controlling sulfur and nitrogen oxide emissions and those who want to relax environmental standards focus on whether to place the primary blame on midwestern power plants and what is the appropriate timing of regulatory action. Attachments to the Clean Air Act reauthorization provide the best opportunity to improve the climate for negotiations with Canada. (DCK)
