A rational approach to acid rain

The acid rain issue is uniquely divisive. The conflicts-though largely based on the economic question of who will be hurt and who will benefit from the legislation pending in Congress-become exacerbated by environmentalists' uncompromising demands for legislation that mandates such superlatives as Best Available Control Technology (BACT) and Lowest Achievable Emission Rate (LAER). It is clear what LAER is: zero (i.e., shut it down). But what's the meaning of BACT. If ''best'' means ''most cost-effective,'' then BACT is not flue gas desulfurization (a.k.a. scrubbers). According to the Environmental Protection Agency and to an eminent White House peer review panel, among others, BACT is precombustion coal cleaning.
