Foes of acid rain controls now constitute a distinct minority in Congress, as legislators from across the political spectrum are starting to support a tough new bipartisan bill. H.R. 4567 represents the strongest effort yet to control acid rain. In brief the bill would: require a 10-million-ton reduction in sulfur emissions within ten years; allow each state to decide for itself how to achieve the required sulfur reductions; and limit residential electricity rate increases to 10%, regardless of the method chosen by a state to reduce pollution.
