The House Energy and Commerce Committee chairman opposes Reagan's effort to move many energy-budget considerations from legislative to executive committees. He sees initial enthusiasm for the Reagan economic program fading as the public realizes that the President is substituting rescission for good administration of democratically passed programs. Dingell objects to this rescission and reconciliation approach, and accuses Reagan of creating waste by demoralizing the synfuels industry and DOE by failing to establish clear policy authority and by dumping Federal responsibility on state and local governments.
