The purpose of the hearings was to inquire into the legislative detail of various alternative proposals related to the long-term natural gas pricing policy. The hearings were held on nine days in late January and on February 2, 1976, after the subcommittee reported legislation of an emergency character (December 1975) to deal with impending curtailments of natural gas supply in the interstate market. Chairman Dingell pointed out that at that time the subcommittee was forced to act in an atmosphere fraught with fear, what with grave shortages being foretold with dire economic and employment consequences; the grave shortages, of course, failed to materialize. Chastising the Rules Committee for using the vehicle of emergency legislation to carry the issue of permanent deregulation to the House without benefit of committee report or analysis, Chairman Dingell insisted that the committee should have the opportunity to consider, free from the specter of impending unemployment and economic catastrophe, the very difficult questions that attend long-term proposals on natural gas pricing policy.
