The Subcommittee on Energy and Power met on November 17, 1978, to inquire into matters related to information on the coal strike of 1977, energy policy, and emergencies. The chairman, Hon. John D. Dingell, let it be known that the subcommitee intended to maintain a continuing inquiry as to the behavior of the Department of Energy and as to the effectiveness of government programs. The hearings explored issues relating to the organization of DOE's emergency planning programs and finally, examined the DOE's extensive use of contractor assistance in emergency preparedness programs. Witnesses from DOE, General Accounting Office, Executive Office of the President, and Department of Justice were heard. (MCW)
