Certification fee for PURPA benefits considered by FERC

A $2600 certification fee for cogenerators and small power producers who will receive Public Utility Regulatory Policies Act (PURPA) benefits would cover staff and paperwork costs, according to the Federal Energy Regulatory Commission (FERC). The idea was to be open for public comment until November 1, and final approval could come during the 1982-83 winter. The certification fee will protect against utility challenges and assure financing institutions that a project qualifies for federal benefits. Industrial and commercial managers see the fee as a penalty that could discourage small projects, but it also gives FERC approval to help in negotiations with utilities. (DCK)
