How to be certified for PURPA cogeneration benefits

Cogenerators must qualify for Public Utility Regulatory Policies Act (PURPA) benefits in order to avoid regulation when they interconnect with public utilities and to receive full avoided costs for their surplus power. Cogenerators can self-qualify by writing the Federal Energy Regulatory Commission (FERC) and providing qualifying information and requesting a receipt that the information was received. They can also apply for commission certification, which is a lengthier process that also provides guarantees of qualification to regulators and financiers. (DCK)
