Two days of hearings examined the Oil and Pipeline Regulatory Reform Act of 1983 (H.R. 2677), which changes the regulation of oil pipelines by amending the Interstate Commerce Act. Testimony was given by 14 witnesses representing pipeline companies, the Department of Justice and Federal Energy Regulatory Commission, oil producers and marketers, and the National Council of Farmer Cooperatives. At issue were questions of monopolistic behavior on the part of pipeline companies and ways to make the industry more competitive, the need for rate regulatory reform, and the government's role in pipeline rates, the only segment of the industry which has not been deregulated. Additional submissions to the hearing record follow the test of H.R. 2677 and the testimony.
