Witnesses at hearings on two bills to reform oil-pipeline regulations reviewed federal rate regulations, which began with the Hepburn Act of 1906, and reexamined the question of whether pipelines constitute natural monopolies and subject to the same rate regulation as utilities and common carriers. Recent deregulation in air and truck transport has raised questions of competition.
