A two-day hearing on H.R. 4230, a bill to facilitate coal transport by pipeline across public and private lands, brought the testimony of 14 witnesses and 12 additional submissions for the record. The text of H.R. 4230 precedes the testimony, which includes both the pros and cons of slurry-pipeline development. The right of eminent domain for pipeline construction continues to be the central issue, although the questions of water requirements and allocations as well as economic and political barriers will determine the economic viability of slurry pipelines.
