Part II of the quality assurance hearing covers the testimony of Thomas G. Keppler, Region III Director of the Nuclear Regulatory Commission (NRC), and two panels made up of representatives of the electric utility, boiler and pressure vessel inspectors, the Government Accountability Project, and an environmentalist. Construction problems at the Zimmer facility include deficient weld procedures, falsified test data, and insufficient documentation that welders were qualified. Other areas of concern were the quality of safety-related materials and their purchase from unqualified suppliers. Keppler described the steps taken after the deficiencies were revealed to monitor the quality-confirmation program and the program to requalify welders. NRC will withhold an operating license until all safety requirements are met. Cincinnati Gas and Electric Company's quality-confirmation program remains at 63% completion.
