Two days of oversight hearings on the Nuclear Regulatory Commission (NRC) budget request for 1984 and 1985 consisted of four panels with commissioners of NRC and the Advisory Committee on Reactor Safeguards (ACRS) and testimony by the chairman of the Gas-Cooled Reactor Associates Management Committee. Issues of concern to the committee were NRC's handling of the Zimmer plant, efforts to expedite reactor licensing, including that of the Clinch River Breeder Reactor, NRC's emphasis on quantitative instead of qualitative assessment of safety issues, and NRC's credibility with the public. NRC Chairman Palladino reviewed Commission activities and budget needs, with supporting testimony from the other Commissioners. Two appendices with additional material submitted for the record follow the testimony of the 14 witnesses.
