An independent audit of the Zimmer power plant to identify defects in quality assurance that can be corrected also sought recommendations for administrative or legislative reform. The history of non-compilance in procurement procedures, missing data, and inadequate inspections could justify a shutdown. The principal witnesses were Earl Borgmann of the Cincinnati Gas and Electric Co., William Dircks of the Nuclear Regulatory Commission, and a panel of experts on accountability and inspection.
