Transportation of natural and other gas by pipeline: damage prevention program

The U.S. Materials Transportation Bureau has proposed a rule which would require gas pipeline operators in class 3 or 4 locations to establish and carry out a damage prevention program in order to reduce the number of gas pipeline failures caused by excavation, including blasting, demolition, boring, tunneling, backfilling, and other earth-moving operations conducted near buried pipelines. Such a program should contain such data as pipeline location, depth, size, operating pressure, and type of material of the pipeline, etc. If finalized, this would preclude line marking of buried pipelines in said areas and would allow full or partial compliance with the proposed requirements by complying with applicable state or local laws or through active participation in voluntary associations with similar programs. Of the 1996 gas pipeline accidents reported in 1977, 1168 were caused by excavation, up from 1019 and 643, respectively, in 1970, including 20-30% by other outside forces. All written comments on this proposal must be filed by 2/15/80.
