Volume II of the heaing record covers four days of testimony on the effects of government budget cuts in conservation research. The cuts are contrary to evidence in an Oak Ridge National Laboratory (ORNL) repost showing that DOE conservation research and development has been effective and beneficial. The 25 witnesses represented DOE, affected research institutes and industries, national laboratories, and related organizations. Advocates of continued federal funding for research noted that the private sector waits for the successful completion of research, development, and demonstration and that the US will lose to foreign competitors if government participation is withdrawn. Truman Anderson and Eric Hirst explained the ORNL findings. (DCK)
