Directors and managers of the national laboratories and representatives of DOE testified on the impact of recent budget cuts on the research programs of the laboratories and field operations offices and the possible threat to this national resource. Although funding uncertainties complicate long-range research planning, DOE justified the periodic need to make reductions, and emphasized the importance of cooperation to minimize disruptions. The testimony covered the shifting roles of the national laboratories, the administration's goal of emphasizing the private sector, and steps the facilities are taking to accommodate the budget changes.
