A two-day hearing on domestic contingency planning for energy-supply disruptions focused on committee concerns that budget cuts could compromise preparedness and that current petroleum surpluses could create a false sense of energy security. Fourteen government witnesses from DOE, the General Accounting Office (GAO), Georgetown University Center for Strategic and International Studies, International Energy Agency, National Petroleum Council, State Department, and the State of Maine described the efforts of pervious administrations, and pinpointed areas where the proposed budget cuts will have a negative impact on responses to energy shortfalls.
